Preamble
ICT Professionals registered with the ICT Commission are committed to upholding the highest standards of professional conduct and ethics. This Code of Conduct and Ethics establishes the principles and obligations that guide ICT professionals in Tanzania, ensuring accountability, integrity, and service in the public interest.
1. Core Principles
ICT professionals shall adhere to the following core principles:
- Integrity — Act honestly and transparently in all professional activities.
- Competence — Maintain and develop the knowledge and skills necessary for competent practice.
- Responsibility — Accept responsibility for professional decisions and their consequences.
- Respect — Treat clients, colleagues, and the public with respect and dignity.
- Public interest — Place the public interest above personal or organisational gain.
2. Professional Conduct
ICT professionals shall:
- Conduct themselves in a manner that upholds the reputation of the profession and the ICT Commission.
- Avoid conduct that could bring the profession or the Commission into disrepute.
- Provide services only within their area of competence and refer clients to other professionals when appropriate.
- Disclose any conflict of interest that may affect their professional judgment or services.
3. Integrity and Honesty
ICT professionals shall:
- Be truthful in all professional communications, including qualifications, experience, and capabilities.
- Not knowingly make false or misleading statements to clients, employers, or the Commission.
- Not engage in fraudulent or deceptive practices.
- Take reasonable steps to correct any misrepresentation made by themselves or others on their behalf.
4. Confidentiality
ICT professionals shall:
- Protect confidential information obtained in the course of professional work.
- Not disclose such information without proper authorisation or unless required by law.
- Use confidential information only for the purpose for which it was provided.
- Inform clients or employers of the limits of confidentiality where applicable.
5. Competence and Professional Development
ICT professionals shall:
- Maintain their professional competence through continuing professional development.
- Undertake only work that they are competent to perform, or ensure adequate supervision or assistance.
- Keep abreast of relevant technical and regulatory developments.
- Comply with the Professional Development Guidelines issued by the ICT Commission.
6. Public Interest
ICT professionals shall:
- Have regard for the safety, health, and welfare of the public in the practice of their profession.
- Not undertake work that could compromise public safety or security without appropriate safeguards.
- Report to the Commission or relevant authorities any situation that may pose a risk to the public interest.
- Support the objectives of the ICT Commission in developing the ICT sector for the benefit of Tanzania.
7. Compliance and Enforcement
ICT professionals shall:
- Comply with all applicable laws, regulations, and standards relevant to their practice.
- Cooperate with the ICT Commission in any investigation or disciplinary process.
- Accept that failure to comply with this Code may result in disciplinary action, including suspension or removal from the register.
This Code of Conduct and Ethics is issued by the ICT Commission under its mandate to regulate and develop the ICT profession in the United Republic of Tanzania. The Commission may revise this Code from time to time; registered professionals will be notified of any changes.
